How was Rogers Stadium Approved to be Built?
This was able to happen due to the nuances of the zoning on the Downsview Airport lands, which is currently zoned as Commercial-Residential (CR). CR zoning permits many different property uses, including a music venue, as well as the building of a temporary structure up to 3 stories. As a result, the property owner (Northcrest Developments) was able to use the land for the purposes of a concert venue, and because both the use case and build form are in compliance with the current zoning of the property, it was not required to be approved by council. This stadium was never approved by me. I was not alerted to the building application nor the review process. I did not attend the grand opening.
Will There Be More Concerts in 2026?
We do not have any information about next year’s concert schedule, or if there will even be concerts next year. The agreement between Live Nation and Northcrest is for up to 5 years, not guaranteed. 5 years total (4 from now) would be the maximum.
How is Our Office Addressing the Challenges with Rogers Stadium?
I want to assure that we take the noise levels, the by law violations and other neighbourhood disruptions related to the new concert venue in Downsview very seriously.
We have been working with Live Nation, the property owner Northcrest and City of Toronto divisions to ensure that all by laws are adhered to and the local residents are respected. I found out about this stadium only a few weeks before it was announced to the public.
We continue to be concerned about the partial street closures, the noise levels, community safety and traffic management. In the coming months we will conduct a deep review of the stadium operation and work to fix all the issues and we are determined to open an alternative second entrance way to take the pressure off Wilson Avenue. The people living in Downsview and surrounding neighbourhoods have been living there well before this stadium. I have visited the neighbourhood and have spoken with many residents. I am consistently participating in meetings with major stakeholders and city staff. We understand the frustration.

What are the Options for Commuting to Rogers Stadium and Parking?

Rogers Stadium is located at 105 Carl Hall Rd, North York, ON M3K 2C1. The best way to get to and from the venue is by taking TTC or GO Transit.
TTC + GO TRANSIT
Downsview Park Station is the closest and most convenient TTC subway and GO Transit stop (approx. 10-min walk) to Rogers Stadium. Sheppard West and Wilson Stations are also nearby TTC subway alternatives. There are multiple bus routes which service the area including the 84 Sheppard West, 96 Wilson, 107 York University Heights, 108 Driftwood, and more.
RIDESHARE PICK-UP & DROP-OFF
The entrance to rideshare and pick-up / drop-off lot is located at 111 Beffort Roadd. To access, drive north on Dufferin Street. Dufferin St turns into Beffort Rd once you are north of Wilson Ave. you will see the entrance to our rideshare lot on the west/right side of the street.
Once dropped off, follow signage to access the pedestrian walking path that will lead to all 3 gates. PLEASE NOTE: this is only for those getting dropped off. There is NO access to the venue via Beffort Rd for those arriving by foot. All pick-ups and drop-offs should be done in the designated area and not on Beffort Rd or the surrounding areas.
PICK UP DROP OFF ZONE
This is an active pick up and drop off zone – drivers must be online.
Any vehicles caught idling or parking will be towed. Rogers Stadium is a safe and respectful environment. Harassment of any kind will not be tolerated. Please follow and adhere to all direction by law enforcement.
Rogers Stadium has the right to restrict access to any vehicle that is not compliant with these venue policies.
Accessible patrons can pre-purchase parking to be able to park onsite; there are a total of 104 spots onsite. They also enter the site via Beffort Road.
Premium customers also have the opportunity to pre-purchase parking. There are 108 spots onsite, which can also be accessed via Beffort Road.
PARKING OPTIONS
There will be about 341 parking spots for staff onsite.
Both the TTC and Metrolinx will be running additional service on show nights to help with crowds in the area. The TTC will be running subway service with less than three-minute wait times between trains beginning. Metrolinx will run GO trains southbound to Union Station every ten minutes for roughly 30 minutes following the end of a show.
In terms of additional parking, Live Nation Canada is working with the TTC and York University on a park and ride program on show nights. The table below highlights the number of parking spots available:

What Is Rogers Stadium’s Traffic Management Plan?
There is a City-led working group, including Toronto Police Service, Transportation Services, and TCC. Along with consultants, they have developed a detailed traffic management plan, a hostile vehicle mitigation plan, and other operational elements such as emergency planning. Adjustments will be made throughout the concerts and ahead of the 2026 concert season. The current measures in place are listed below:
- Carl Hall Road will remain closed from Hangar Complex 4 to Chesswood Drive to allow pedestrian crossing
- Local traffic only signs at all streets entering towards stadium grounds
- Paid duty or traffic agents at: Carl Hall Road at both closures, Sheppard Avenue West and Chesswood Drive, Yukon Lane and Carl Hall Road, Allen Road and Sheppard Avenue West, Hanover Road and Beffort Road
- No parking signs on Dufferin Street/Beffort Road
- Advance notice signs for closures at John Drury Drive and Sheppard Avenue West, and Chesswood Drive and Sheppard Avenue West
- Left turn lane closure on Sheppard Avenue West onto Chesswood Drive for exiting the concert
- Chesswood Drive conversion to allow two lanes of travel northbound after the end of concerts, and two lanes southbound from 5:00 pm to 9:00 pm
- Soft and Hard closures to be installed at noon on concert days and to be removed at 1:00 am
What is the Noise Mitigation Plan?
- We worked with sound engineers to inform our design decisions, which include positioning the stage and speakers to direct sound away from residential areas
- We’ve included design elements such as scaffold and large soil berms to help absorb and deflect sound.
- Our stage position is intentionally facing north not to face audio into the neighbourhoods
How Are Sound Levels Being Monitored and Controlled?
- We are employing real-time sound monitoring systems at audio locations to ensure compliance
- We will continue to study sound levels per show to better understand weather and other environmental conditions, so we can adjust accordingly
Are There Any Scheduling and Time Restrictions?
- All concerts will conclude no later than 11:00 pm (consistent with existing noise bylaws)
- There will also be no amplified sound prior to 9:00 am
