New City Grant to Help Protect Communities at Risk of Hate
The City of Toronto is now accepting applications for the Hostile Vehicle Mitigation (HVM) Grant, a new program designed to help not-for-profit and charitable organizations that serve communities at risk of hate-motivated incidents improve physical safety at their sites.
This grant can support the assessment, design, and installation of permanent protective measures such as crash-rated bollards, reinforced barriers, and other infrastructure intended to prevent vehicle-based attacks — where a qualified security assessment determines they are necessary.
Key details:
• Eligible organizations can apply for up to $100,000 (one-time)
• Total program funding: $2.5 million
• Applications are open now and close at noon on March 2, 2026
• A Threat, Vulnerability and Risk Assessment by a qualified security consultant is required
